Peeling gloss on all woodwork

We live in a rented house which was partly decorated, and pretty quickly I think, by previous tenants before they left. They'd painted all of the wood work, including doors, door frames and skirting boards with a gloss which comes away and peels with the slightest knock. Yet is pretty time consuming to remove as it comes away in the tiniest of pieces mostly. I've never come across anything like this before and was wondering if anybody can advise on the best and preferably the easiest way of sorting this? Despite lockdown and me being furloughed, we are pretty time poor as the toddler only sleeps for around an hour a day. And doesn't go to bed until late. Plus we have an older child to supervise too with school work etc. And my dp is working from home. Hoping there might be a solution beyond sanding everything 😬😂

The landlords are happy for us to decorate. And we do want to do the best job we can. Thanks for any help.

I can't see any pictures but I would try removing as much as you can with a scraper and rough sandpaper and then painting everything with a solid primer (i like bullseye) because it sticks to everything and everything sticks to it, so it might kind of hold it all together.
Then paint over the top with a quality gloss.
The previous tenants might not have even used a wood paint which could be why it's happening

My first reaction is why on earth are you doing something that is the landlords responsibility to remedy?

It's the landlord's responsibility. Sounds like the previous paint job is completely crap. Painted wood has to be properly primed before painting.
