It looks like a hose. Have you followed it to where it starts and ends.
Is it covering up lighting or electricity cables.

That doesn't look like a hosepipe, as it is ridged and not thick enough to hold water under any pressure. I would say it is likely for cabling. As always with these things, it is best to trace it back as far as you can. Then try and use a bit of sense to work out where it carrys on if you lose it. If you can trace the armoured cabling that is taped to it, you may be able to find where it starts and ends.
You should be able to bury it as well, but there are specific rules, such as depth, that you have to adhere too when burying it.

Probably water. Looks like another cable attached. There is a standard code for pipes etc you can look up. Do you have a garage/garden building that has water/electric?

We have our internet cable (Virgin) in a green cable. Its just under the surface in the front garden.

I say it's cable.
Each utility has its own colour. Water=blue, electricity=red etc.

I'd say green is cable too - unless it looks more hosepipe like in real life than on the picture.

Cable TV/Phone/Internet.

The ridges indicate it is flexible conduit for cables.

The colour tells you what it is

Buried conduit and pipe colour codes:

Yellow = gas
Black = Electricity
Red = high voltageelectricity
Blue = water
Grey = Phones (usually BT)
Green = cable TV
Purple = traffic lights

Cable companies are usually very slapdash with their conduits, and will throw then across dlower beds, poke through garden walls etc. You can bury it for neatness. Try not to put a spade through it.

If necessary, a new cable can be poked through the conduit to save digging a trench.
