Gas box obstruction/nuisance neighbour.

I live in my own flat but I share a hallway, garden and driveway with three other tenants. We also share a landlord and two key-workers. I am housed through “Mind” but I live independently. It’s my first time living in a property alone after being homeless and one neighbour in particular is becoming more and more of a nuisance. I’ve reported him to our joint landlord for various petty acts over the last few months, he parks outside my window and is very loud late at night when he comes home, sits in his car with the window down and music blaring or chats loudly outside my window and in the hallway. He is very noises and often peers through my window or tries to make conversation with me and is very inappropriate when he does so. Recently he walked into my flat without knocking and he started to close my front window late at night when I was very clearly awake trying to relax. I’ve already asked him not to do so in the past and so I reported him to our landlord and he totally lashed out for three days straight, he became aggressive and intimidating, slagging me off to other tenants in the entrance hall outside my door, slamming doors and swearing outside my window. He decided to vigorously clean his car three times in one week, right outside my window. All the time my landlord was saying it will blow over and making out like it wasn’t a big deal. I feel like I can’t breathe in my own home, I have to lock my front and back door and keep both blinds closed and I feel isolated, enclosed and completely shut off from the world. Recently hes parked his car so close to my window he’s actually parked OVER my gas box and now I can’t check or top up my gas. Winter is coming but I am afraid to confront him. My landlord says he has a bad back and to leave him alone or it will seem like I’m provoking him but pretty soon I will run out of gas and I don’t know who to speak too? British Gas tell me to get the owner to move the car and the police say it’s not a police matter? Please help!

Could you speak to one or both of the key workers to see if they can help you to resolve these issues taking both your and your fellow tenant's needs into account.?
How is he able to get in to your flat?
Do you not have door locks?
I suspect that reporting him to the landlord "for various petty acts" has not gone down well - you may have had a bit more success if you had spoken to him directly (apologies if you did do this first).
Speak to the key workers would be my advice.

Speak to your key workers rather than the landlord. THE LL will get fed up of you pretty quickly, the whole point of supported accommodation is to ensure that support is available for all tenancy related issues.

OK well just be factual going forward. Let the past go, explain that you need to access the gas box and no more. The LL will have to facilitate that, or your flat won't be habitable. Don't phone the police, it's absolutely nothing to do with them.
In a Mind place you're going to have to accept other people's MH issues and troubles unfortunately, try to see it as a stepping stone to moving on.
