If you are planning an extension within your permitted development, so you still need to seek advise of the planning office or submit drawings to them?

We had already submitted our plans which were within permitted development but now want to digress slightly. Basically we want to close off an existing balcony and use the space as living space. The planning officer said I need to resubmit the application and seek advise of a planning agent

Is anyone able to advise ?

If you are certain it is pd, no you don't. Any change from the plans already accepted by the Council will invalidate any previously issued Certificate/decision from the Council.

It might be easier to have formal confirmation from the Council when it comes to selling your property, but not essential.

Don't they all need to be submitted? The council needs to confirm that what you're planning is permitted development indeed - and whenever there are rules, there is always scope for interpretation.

We had a permitted development plan turned down a couple of years ago exactly because there was room for interpretation and our architect and the council had different understanding of the rules in place.

If it one that needs prior notification it would need to be submitted, but straightforward PD doesn't have to be, as long as you are sure. It is safer to apply for a certificate of lawfulness, but not compulsory.

You can just go ahead if you're sure of the interpretation of the law being correct. However if the council differ and they decide to enforce on you, you'd have to prove that legally it is pd.
The certificate of lawfulness is just their seal of approval that gives you peace of mind that you won't have an argument with them in future.
