It's it ever ok to reduce offer price just before exchange

Very long story but this is the situation:
Private sale -we found them and did all the leg work.
House needs considerable work - think everything (roof, plumbing, electrics the lot). Extremely poor decorative state.
It has a lot of space and is in a road we were keen to live in so we offered what they asked. They said this was a non negotiable price. At this point we thought we were paying about 30k over the market rate but it's a long term investment for us and forever home.
After we offered we realised that there was no central heating in the property in bedrooms (this was not obvious on viewing as there is so much stuff) - even at this point we didn't ask for a reduction.
The chain has stalled - in order to keep our buyers we exchanged in current market we will be going into rental ( for building works this was going to be necessary).
Our sellers still refuse to put pressure on their sellers. We have no idea when exchange or completion will happen and how long we be in rental. Our builder has been very understanding but he has no idea when he will be starting - meaning longer in rental for us.

We are really fed up.

Since then other properties have really dropped in price - seeing 5-10% reductions - let alone for people with no chain. I'm feeling like we are being mugged.

Given this information, would it be reasonable to ask for a price reduction if we get to exchange?

Well we completed on our sale on current house and moved into rental on Thursday. Would not recommend moving on the hottest July day ever and can genuinely say was horrific.
No further progress on onward sale - hoping for an update this week

Bathroom - perhaps a mortgage issue, if the old one is really bad?

Re bathroom - my understanding this is a cosmetic change by sellers sellers and no mortgage involved. So sellers seller doesn't want to move UK without updating it...
Our mortgage brokers contacted us today, our mortgage offer runs out in a month and they just need to crack on and exchange and complete by then

I do an update although it's a frustrating one ...
Our sellers found another property and moved very quickly. We agreed that we would exchange two Fridays ago but further up the chain the solicitor was under capacity because of annual leave and so despite us shouting, screaming and generally they were only ready to exchange on Friday morning which didn't leave enough time to exchange and complete before our mortgage offer runs out. Spent most of Friday asking for an extension but everyone had buggered off on holiday. We have tomorrow to try and resolve it AGAIN. It is just so hard to try and buy a bloody house

I completely understand that this is a difficult situation and you must be getting exasperated. But objectively- the roof (if it's actively leaking) and electrics ( if the surveyor said they were dangerous) are the only essential work on your list- it's essential you to strip kitchens, bedrooms, but not essential to the open market value of the property, and they're within their rights to say that the house shouldn't be devalued for work that you need for you, but another buyer may not. But the market value going down in the area is completely a reasonable issue to negotiate on.
If it's their retirement fund though, and their sums are dependent on a particular value realised from their house, I can see why they would refuse- in their situation I would probably be asking estate agents what work they could do that would get the best sale value for their house before marketing it rather than negotiate. Could you afford it if they modernised it themselves and then sold through an agent?

If you are prepared to walk away then it's fine, but you need to state your reasons clearly as to why you think you were misled, a general feeling of prices dropping isn't enough

In terms of special details- it's absolutely huge and near an outstanding secondary school with a specialism that suits the specific needs of our eldest
And the spider room is absolutely perfect for my husbands hobby

It's a mistake to get too fixated on one house. If the numbers don't work they don't work. If you withdraw the house will likely still be on the market a year from now at the same price in a lower post brexit market.

You're really brave to be buying in a falling market. The worst mistake you can make is overpaying. Time is on your side. Extend your rental and look for something else.
