Borders to property - Help!

Hi,
I'm not British (so don't know what the custom/law is here), and I need your help with two issues related to A) the left border of the property and B) to the wall at the bottom of the garden.

A)
We have a semi-detached house: we share a wall to the right of the house. To the left, a development was built before we bought the house.
There is fence running along the whole left of the border of the property.
This fence has a gap at the bottom, and there's all sorts of stuff coming through it. Rubble, garbage that the kids of the development can't be arsed to bin, plants that grow from the other side of the fence, etc
So far, we've cleaned it, but we're getting tired of doing it, as it seems like a losing battle... Would we be in the right to ask the people responsible for the construction and maintenance of the housing development to clean it up or make changes to the design of the fence? Or is this something that would fall onto us by law?

B) at the bottom of the garden is a half-derelict wall that doesn't belong to us. The wall basically fell because of the weight of an ivy plant that is completely out of control. We cut the branches that are on our side, but our wooden fence that is next to this derelict wall is suffering the effects of the ivy... Two of the panels have already collapsed.
I was told by the neighbour that the house on which the plot stands had been sold off to turn it into flats, so I don't have a name for the owner. How do I go about identifying the name of the owner of the plot so I can contact them about this? If there is no contact available, do I need to engage the services of a special type of company to track these people down?

You can check who owns a property on the land registry website. Not sure with your other issues though!
