So I moved into a flat last month, I have severe asthma and joint issues and when I moved in I was informed lift is typically working and has rarely broken down, yet since moving in have had no access to lift and have had multiple asthma attacks. I was clearly seen using lift on viewing day on cctv. Also, hearing in living room hasn't worked nor has shower on my bath slightly since moving in. And recently have endured quite aggressive harassment since asking resident to turn the noise down who has followed me and obstructed right of way, Due to this have been away to avoid anymore harassment off individual or danger while police conduct investigation. I have received a letter under door (of massive apartment complex since returning) how my bike which I was told on day of move in I was allowed to leave on first floor asking as it wasn't obstructing fire escape has been moved because apparently I have received multiple warnings about this? I have been in for barely a month and never received any letters during this time nor is it listed on letting agreement. What rights do I have in regards to getting my bike back immediately or monetary value due to insufficient notice also what rights do I have in withholdingrent due to failure to provide adequate living standards?

I presume you are renting? Privately or though the council?
If through a private landlord, I suspect you will have no recourse on the lift as it's not within their personal control.
The Landlord does, however, have a legal obligation to ensure there is heating and hot water. Have you spoken to them about it? What have they said?
Regarding the bike, you say it has been 'moved'. Do they say where to and have they provided details of how you can get it back? There may be building covenants preventing occupiers from leaving personal items in the public space.
What would you like to happen? Would you like to get out of the tenancy agreement ahead of the contracted period?

Don't withold rent, you'll just be digging yourself a big hole.
The flat doesn't sound good, but I have to ask, why did you move in as it is clearly not suitable for you? You sound like you need something on the ground floor.
The sensible solution would be to move elsewhere.
