Making an open plan kitchen diner in council flat?

Firstly I would need permission

Secondly if I got it it would have to meet fire regulations

Thirdly is it possible?

The kitchen is blocked off with a flimsy wall - essentially it's the same room I think as the lounge but thin wall and fire door obviously

On the living room side is a radiator I doubt I could move

So I was wondering if it could be done to cut into the wall... above the radiator and open the kitchen up... but keep the kitchen units (floor) behind and radiator

Maybe a bit like a hatch but more open plan than a small hatch

Is that possible?

Are you a leaseholder or a tenant? Can you not remove or relocate the radiator? I had my kitchen radiator removed to make space for cabinets - I think they just soldered the pipes closed. I notice some of the other flats like mine have removed the wall between the kitchen and hallway - presumably this is okay as long as the bedrooms remain separate.

Very unlikely because it isn’t your own property.
Councils and housing associations rarely make structural changes. I’ve known several people with physically disabled children who can’t get permission to adapt their council home despite OT input.
Flats are often designed with fire and H&S in mind. New builds often have open plan kitchen/diners but amtheir hallways/layout are more considerate.
