do i need planning permission for extension?

i am in bromley. do i need a planning permission for 3 meters kitchen extension at rear? the council hotline said, “i cannot answer your question. read the guideline by yourself. ” i dont understand it. the guideline said:

This guidance reflects temporary increases to the size limits for single-storey rear extensions that must be completed by 30 May 2019, and the associated neighbour consultation scheme.
An extension or addition to your house is considered to be permitted development, not requiring an application for planning permission, subject to the following limits and conditions:“Single-storey rear extension must not extend beyond the rear wall of the original house* by more than three metres if an attached house or by four metres if a detached house.”

so, do i need a planning permission for 3 meters kitchen extension at rear?

It's not as clear cut as it being 3 metres - depends on height of roof / % of garden being used. Certainly in Scotland anyway. We thought we wouldn't need it for ours as only 3m out the back and weren't using more than half of the garden space but in the end the height of the extension roof tipped it into needing it by couple of cms. The additional cost wasn't much at all but probably add a few weeks into our timeline. The architect kept us right on whether it was needed or not

You can extend 3m under Permitted Development, and 6m under the Neighbourhood Consultation Scheme. So in theory yes you can extend 3m without permission. But as Pootle says, you need to check the roof height and meet other requirements. Google 'planning portal mini guide rear extension' that should help. Then get an architect!

Does permitted end may 2019? If you don't have an architect or builder already lined up I'd be wondering if you would get it completed by that date. Maybe it is always extended

No, only the neighbourhood consultation which allows for a 6m extension without planning (as long as your neighbours don't object.) And subject to other matters. The normal Permitted Development rules still apply past this date. It's not strictly true either that you can't extend under PD if you have extended before. If you haven't done a rear extension before, you probably can, as long as it isn't joining on to another extension. The rules are fairly complicated and I deal with them on a daily basis - the OP needs to talk to an architect who is familiar with the rules (a small local practice not a big commercial one) who will be able to give them a definite answer.

Does neighborhood consultantion need any drawings? Or just a letter or application is OK? The drawing cost a lot.

Under permitted development you can go up to 3m straight out. If you want the extension to go wider than the existing structure then you need permission.

The application process for both is pretty much the same. Have to submit drawings, get approval, have building control sign off the work etc. The only difference is that under permitted dev you will definitely be allowed to do it, as long as you are within the rules. And maybe a slightly bigger fee for full permission.
Most councils are pretty relaxed about allowing extensions anyway. So my advice is draw up plans for the extension you want, don't worry about whether it will fit into permitted Dev.

I thought the 3 m had been made 6 temporarily? Beware if the back of your house isn’t flat, we wanted to fill in a side return and go flat across the back. Side return screwed things up for us so needed full pp.
