Broken cement around drain/manhole covers

We seem to have quite a few drains/inspection shutes/manhole covers in our garden.
All of a sudden, the cement around them has failed and seems to be disintegrating daily.

I assume that this is due to the long hot summer and now the first frosts we're getting, and all the expansion and contraction? Also, we're on heavy clay so the surrounding area will have shrunk back too.

Are we responsible for re cementing the drains, or is this the water board? Due to the way way the sewers run, I think all of the sewers themselves are now the water board's responsibility, but I'm not sure about the actual cementy bit.

Yes, I know nothing about drains. Or cement.

I think your best course of action would be to ring your supplier and find out. It may be your responsibility if it is just a service to your property, theirs if shared. Either way, you’ll know for sure.

Yes, I'll call tomorrow I think, was just hoping to go in a bit more educated than I am now, as they could tell me anything and I'd not have a clue if it were right!

we had a problems like this the water company came out to check (for free) &luckily it was theirs!
