Architects, engineers and planning - what do I need?

We have a garden outbuilding, large and breeze block built, that we want to convert into a usable space for now for entertaining and potentially an annexe in the future. We’ve had a builder round, he’s happy that the work can be done to insulate it, plasterboard it, re-roof and put in a bathroom and bedroom.

  • we are going to get a structural engineer to calculate loads etc for the floor and roofing.
  • do we actually need an architect? We know where the windows etc will go, and the plumbing is determined by where the water access will be (shortest route).
  • the room has been used as a garden building and previously swimming pool - we are going to book an informal chat with planning (they do a free 15 min session to discuss potential plans) but does anyone know if this change of use needs planning? I know it will be building regs.

Any other tips/guidance appreciated.
