Roofer trying to charge me just for a quote

Has an issue with an overflowing gutter. Looks to me like it overflows where the gutter sags a little.

Knew a roofer near me that I trusted but seems he's no longer in business, so I phone up a local roofer I found in Google. They said they would come over later in the day to give quote.

They came over and estimated £700 for a job they could do next day. I said I'd think about it and get back to them later in the day if I wanted them to do the job.

I wasn't very happy with their diagnosis since it didn't address why it spilled over where the sag was. Their solution was replace everything: gutter, drip trays with breathable felt, fascia. My gut said they were BSing me.

Got another local gutting specialist to come over later that same day. He said £150. Paint the fascia and level out the gutting, clean guttering.

Also he said he'd replace the drip tray which the first lot of roofers appeared to have made off with. I saw them remove it to 'show' me that it was the 'wrong type', but I thought it was left by my fence. Turns out they took, perhaps to pressure me into letting them do the job. Missing drip tray = need for a job to replace.

Anyway I agreed to the second roofer/builder quote. Never called back the first lot.

They called me up next day and started to pester me about why I didn't choose them. He then declared that I owed them for a call out charge. I said I didn't and hung up. He called me back. I asked if he had the drip tray and he said did I want it back I said no since I don't want to see , talk or engage with them since they seem to be trying to shake me down with this hidden call out charge.

I hung up again and he called me a third time which I ignored and then I blocked his number.

I think I'm fine legally although it would come down to who is more believable if it went to small claims court. They could lie and say they told me about the call out charge. Anyway it's more their persistence on the phone and shiffty vibe. I hate being in conflict with people and I'm worried they might show up at my door. :(

You know they are thieves - I wouldn't believe a word they say. Get the cheaper good guy round to fix things. If the other guys ring, tell them they can sue you if they believe they have a case, but if they ring you again or come round you'll call the police as they are now harrassing you and you'll also tell them about the drip tray they've stolen from you.

Don’t pay, they’re chancing their luck, there’s a case for reporting them to trading standards for theft and intimidation. If you don’t engage they’ll give up and be trying to mug someone else off by Monday.

They're scammers. They could only charge you for a quote if they'd made it clear in advance that there was a fee for quoting.

I’m always wary of anyone that can come and do work almost immediately. ‘My’ electrician, also plumber, joiner or plasterer, are always booked up for weeks. Report them.
