Tenancy disaster

Friend just moved her sister into her private university accommodation today. It's filthy and there are live and dead rats.
Agent says they will find an alternative but that they don't have to pay for her accommodation in the interim and that they won't get Luke for like but will have to accept whatever they are given.
This isn't right, surely?
Who do they report landlord and agent to? The flat isn't fit for habitation with a rat infestation. We are in Wales if that makes any difference.

My friend had to deal with this exact problem. She was told as long as they name attempts to solve it (mouse traps etc) then they were covering their own back. They eventually moved her to another room in the building but obviously she had the same problem (landlord blamed another tenant for rubbish being left in room.

Sorry not much help. If she's not been there that long tell her to leave now.

She's refused to move in. There are live and dead rats there with no measures (yet) to get rid of them

Wales - rentsmart. All landlords have to be licensed.

as you see it doesnt work but there is alleged enforcement. dont hold your breath.

agent cannot dictate where she lives

Doesn't the landlord have to house her until an alternative is found? Agent is saying no. But there's a signed tenancy. Surely if the house is not habitable they have to pay for emergency accommodation elsewhere?

A long time ago when I took my DC to uni, the house we'd rented for him was almost identical (no rats) on arrival to what you describe. It stunk of overflowing sewage, the carpets were sticky and crunched underfoot, and the cupboards were infested with beetles.

I hit the roof, and asked the LL who was there smiling a welcome and pretending not to understand what the problem was, if they would be happy for their own child to live in such filth and pay for the pleasure of doing so.

I then called the agency and demanded that they find a clean, well maintained property right there and then - it was out of hours at this point, as we'd driven a long way - and surprise, surprise, they managed to find just a one....threatening hell and damnation probably helped, as after driving nearly 400 miles on several major, road blocked motorways I wasn't in a mood to compromise.

They probably thought that as we were out- of -towners and were arriving last minute, that we'd accept it without a fight.

Once my DC was settled, I contacted the local Environmental health, with a description and photos I'd taken of the festering dump, and got it taken off the student accommodation list.

Contact the university accommodations office. They might be able to sort out something temporarily and help with the agent. They should be offered an alternative. The university will know who to contact regarding environmental health. Personally I would expect to be rehoused.

Was it disgusting when they looked at it? Never trust anyone to make a crap property nice. They won’t. Be discerning and pay more. I bet the rats have been resident for a while.

The agent doesn’t have to find alternative accommodation legally and it doesn’t have to be like for like they don’t have to accept what the agent finds but if they don’t like it the agent isn’t then obliged to keep finding them something until they like it.
Not saying it’s right or wrong, just on a purely legal standpoint.
