Does this plaster look dry?

This wall was plastered about 14 months ago and has been painted in white emulsion.

I just hoovered some cobwebs from the wall and it started popping off so I scraped off any loose bits.

Does the plaster look dry to you?

I don't know why it would have happened

how soon after the wall was plastered was it painted?

I'm not too sure, probably very soon.
Maybe within a few days to a week?

I think that maybe the problem, if there was any moisture left, it could cause the paint to come away. Was a mist coat applied first, or was it just painted - that too can cause paint to flake off? You may have to take all the paint off and do it again.

I'm no expert but I believe you paint over fresh plaster in a different way.

If you paint over fresh plaster you need a mist coat first. That is a coat that is mainly water. If you don’t do that then the plaster will soak up the water out of the paint and it’ll flake off.

Looks like it was painted over too soon and no mist coat used. For plaster I was told wait at least 2-3 weeks prior to painting. For skimming, 3-5 days. We had a similar issue in new house. Previous owners had painted straight onto unmisted damp plaster. We had to reskim as peeling paint would have left a 3d edge/continued to peel even if sanded back.
