Boiler flue foam...

My gas boiler is wall fitted and is set up in my kitchen close to my sink. The housing association has done a half arsed job and the flue has yellow expansive foam coming out of it with no cover over it. I was putting lining paper up in my kitchen ready to be painted. I was trimming the lining paper around the flue area with a stanly knife and as i was doing so there was a loud bang and sparks. It has tripped one of my fuses in the fuse box. Im a little scared to put it back on. Can someone please help explain whats happened here? The stanly blade has black on the blade. I think i was lucky. Whatever i did i think it may have been fatal if i hasn't moved away so quick with the blade. I don't understand tho how the foam could make that effect. I wasnt cutting anywhere near a plug or around sockets. Just near this foam stuff around the boiler.

There's a very dangerous situation there, you are right to not turn it on again due to serious risk of electric shock. There must be a live cable that shorted to the earthed flue at that point.
Are there any sockets etc directly above or below that you might have hit?
Get the housing people to come and look.
If the flue is sealed with exposed expanding foam that would be against gas regs. You can get the gas Safe inspector out to assess the safety of a gas installation. For the electrical side it would be the local council building control, but they would have less expertise in electrics. Be careful!

there is no sign of any electricals close to this foam, that's why I am so confused. The foam has a little bit of black on it where the pop came from but that's it. Is there a chance of electricals being so close to the inside of this foam stuff?? I have no idea about boilers. Your response is very much appreciated

@Nikkib2903 are you on an iPhone? On mine you click on the reply "pencil" then when the page opens like this you click on the paper clip and this little plus sign appears that takes you to the photos on your phone it sometimes says no photos available but click in the black square and they appear. You then click on the one you want and a tick appears then you click done and it comes back to this screen....the photos don't show properly again till you post
