Creating a new window

Does anyone have any experience of what to ask for when asking builders to quote to create a new downstairs window where there isn't currently one?

We've had three builders and the quotes have varied so so wildly from just below £1000 to well over £2000 for what essentially the same job, give or take.

Also two of them said they'd get building control to sign it off and another just said they'll get a fensa certificate.

I know I don't need planning permission but other than that I'm not sure what I need and I can't see why it's so wildly different. I'm now getting another couple of quotes just to see if I can find a realistic price.

What I'm asking for:

Remove brickwork to create new window opening
Insert lintel
Supply opening window
Supply internal cill
Make good (plaster) but not decorate
Take away any rubbish
Obtain sign-off/certificate as appropriate

We're in the South East just in case that's of any use but is there anything else I should be asking for?

Do I need building control, or fensa certificate, or both?!

You only need Fensa or Certass (another self-certification scheme for glazing suppliers and fitters) for a new window. But I am not 100% clear whether creating a new opening for a window requires something different. Ask a glazing company?
