Pull out entire kitchen or just update? Rental property

it is a quality kitchen and inside cupboards are ok so we were thinking just change the door/drawers floor and possibly the worktop?

sounds fine. Make sure everything is sturdy and easy to clean. No design stupidities - handles that catch on clothes, over complicated carousels that will break within months, butler sinks, grooved worktops, and absolutely no worktops that need oiling.

floor should be vinyl as dropped things are less likely to smash and won't crack the floor.

Also check with your landlord/agent! Sounds obvious but some will insist a property is returned to how it was when the contract started when your lease ends.

I wouldn't waste your money when you are renting, you have no way of knowing how long you will live there for.

I assume the OP is the landlord. Otherwise, it’d be a breach of contract to touch the worktops or cabinets.

OP, if you are the landlord, if it ain’t broken, don’t fix it. No point pulling out perfectly good cabinets.

What is it currently like and what do you think is wrong with it? Have you a photo? How old are existing units?

Updating a kitchen is not always as cheap as you hope!
