How does a roofer diagnose a roof problem?

Been in our house 2 years.
We noticed a leak in our garage shortly after moving in.
The garage is integral to the house but part of a 15 year old extension. It has a pitched roof with a former for a bedroom above it.

2 years ago we called several roofers out to see what they thought the cause of the leak into th garage was. They all came up with completely different reasons but they all "diagnosed" by standing on our driveway and looking up. No one got up a ladder or got within 10 feet of the roof. We never employed any of them.

Time has passed. I was v ill for over a year so the problem got ignored as our lives were turned upside down.

So now it's apparent the leak is quite severe and we are now back in a position to try and resolve the issue butbim at a loss as who to call out to look. Last time the people that came out were all "recommended" or on Check a trade with top reviews.

I'm considering builders over roofers but does anyone actually look at a roof for an issue lime this or do they all pull a potential issue out of thin air, quite for that before they get up a ladder and actually try quoting with at least a vague idea of the problem.
I'm just at a loss on how to approach this problem.

Get a surveyor. You just seem to go from one set of unqualified people to the next set of unqualified people. It’s a bit like hiring a baby sitter when you need a doctor! A surveyor should look closely at the roof and associated flashings and brickwork.
