Toughened glass - am I being spun a story here?

I have new aluminium windows with toughened glass.

Several of the panes have had to be replaced because of roller marks in the glazing. You can see these as a slight wibbly effect in the pane that is particularly visible at night. It is a particular problem because the room that is most affected has very high ceilings and a floor that is lower than the rest of the house, so when you are standing in the next room looking across, you are quite high up and you can really see the problem.

However, the replacement panes also have this fault. The glazing guy is now telling me this is a normal occurrence, and I just have to put up with it. I have pointed out that not all of the panes he has supplied have the fault, so it must be possible to produce glass without it. He's also pressuring me to pay him in full (I've paid 50% already) before this is put right.

AIBU to insist that this is put right?

I should add that he has suggested float glass as an alternative - which I do not believe is suitable. The affected panes will be right next to a library ladder!

Not sure, but there is some precise standard for glass. We had windows that are usually specified by architects, and it came with a detailed guide for defects in the glass, something along the lines of if you can enter the room and stand 2m away on a normal day time you shouldn't see any defect, but if you go closer and then step back it doesn't count.
Not sure if there was anything about the background though.
Toughened glass does have more processing though to put it under tension, so I can see why it may be funny.
Ask to see their policy on flaws in the glass.
