Do we have to have a new flue when replacing a boiler? Can it be done from the inside?

We're having some problems with our boiler. An engineer assessed it and said we'd be better off getting a new boiler rather than fixing the existing boiler.

The problem is he says when having a new boiler, we'd have to have a new flue installed. He says he has to have access to the flue from the outside when installing it. As we're in a flat which is too high up for a ladder, we'd need to get scaffolding, which is going to be expensive.

So I have two questions:

  1. Do we have to have a new flue when getting a new boiler?
  2. Can a flue be installed when only accessing it from inside the property?

I am wondering about getting a second opinion about the flue installation.

You can get flues that insert through a larger hole then pull back to seal against the building.
