Buying a flat with regularisation certificate

Hello,

My partner and I are in the process of buying a Victorian conversion flat. It consists of the first floor and a converted loft.

The vendors didn't have building regs for the loft (conversion done at some point before 2008). They applied retrospectively and were issued a Regularisation Certificate by the council. I spoke with the person from the council who issued the Certificate. He said there were no steel beams in place but the timber joists were sturdy enough, no signs of deflection, cracks etc.

I am now wondering how reliable are these Cerificates? Also if anything should go wrong with the loft (ex. roof or walls damage), will we have trouble claiming building insurance?

I would really appreciate comments if anyone has dealt with a similar situation.
