Neighbours wall crumbling into our garden: WWYD

Our garden is bordered on one side by a 15 foot wall which forms the back wall of some lock-ups belonging to our neighbours (the lock ups are on higher ground than our house which is why the wall is so tall).

The cap/top stones of the wall are falling off and rainwater has got into the bricks below. The mortar is being washed away and the top row of bricks is now crumbling. I am worried that the wall is going to eventually fall down, as has happened to the lock ups on the other side of the street. If it falls it will fall into our garden.

Our houses are leasehold but we're responsible for maintenance. The problem is that the crumbling garage is owned by our neighbour who is in her 80s and lives with a carer. She is lovely but never remembers who we are and we have been here for five years. I don't think there is any way we will be able to ask her to fix her wall. It's not something we could physically manage for various reasons, and to employ someone to do it would cost money that we don't have. What on earth do we do here? Any ideas would be very welcome.

Speak to her carer because if she doesn't remember who you are there is a possibility she lacks capacity and someone has a power of attorney to act for her.
