House 2 years old- tile fallen off roof

I have a new build house 3 floor house- 2 years old. Today I walked out of my front door to see a large tile smashed on pavement and road - looked up to see tile missing next to the roof bedroom window. I have 3 children - youngest 6 months and if this had happened yesterday at the same time it could have been an awful scenario which doesn't bare thinking about- I am also really worried more tiles may fall off. I phoned the house customer care team and they said fixtures and fittings have 5 years warranty but not the exterior and to phone NHBC. I phoned NHBC and they advised me to get a roofer out to give a quote but I can only make a claim if it is more than £1472. I have called loads of roofers who are all too busy to come quickly but they have said that the tile should not have come off so soon and I should get back on to builders. I have finally found someone who I'm hoping will come tomorrow evening to have a look but they are not sure they'll be able to do the work. If the tile had hit and killed/ hurt someone ( deep hole in pavement where it hit) who would be responsible?The housing company said that there has been extreme weather at the start of the year and so it can't be helped - there hasn't where I am at all and the tile that has fallen off is by window that wouldn't have been affected by extreme weather anyway!! Who do I try to speak to about this- what if I can't get a roofer to fix tiles quickly and it rains or more fall off? I know nothing about tiling- is it likely that more will fall off or is it probably a one off? Sorry long and boring but would really appreciate any advice.

post some photos please.

tiles in a row rarely fall off, but on corners can be tricky and the builder's roofer may have been on a tight price and bodged it. Any indication that the tile has been cut to size, or glued in with silicone sealant or mortar, is a bad sign.

Can't really see but it looks like the detailing round the windows. They may have to take a few off to do the tricky one, then put the surrounding ones back.

It is good practice not to have a trimmed, cut or fragment of tile at the end or where it is supposed to meet something like a window. Rather than have a half-tile, for example, it is better to use a longer "tile-and-a-half"

Thank you, I've called the builders back and they are sending someone out to fix it as a goodwill gesture.
