What flooring?

I have a living/dining room and currently have laminate (toddler and dog led to this choice) but the laminate is bulging and cracking where it's gotten wet. I don't have a very big budget so not sure what flooring to get. I'm leaning towards carpet atm, but will I regret it and will it just end up stained?

How old is the laminate? You can get ones specifically for kitchens and/or bathrooms that resist water damage better. If you want laminate again these should give you a longer life-span if water's what's caused yours to prematurely fail.

You can get some really nice & quite realistic vinyl floors now. That's gonna be quite cheap to do & most last 7-10 years

Vinyl is waterproof, if it is bulging I expect it will be the underlay (probably hardboard which is very prone to this)

Vinyl needs a very smooth floor. WBP ply is very good. 4mm will do.

Any cuts and trims must be round the outside so that the factory cuts match perfectly in the walking area.

You also need to look into the leaks or spillages that are causing the bubbles.

Polypropylene carpet is probably you best option as it is easy to clean.

B&q have great half price offers on some laminate at the mo. We've managed to do 3 big rooms, downstairs loo and a large hallway for £500
