roof/loft help needed - picture

So the top of my roof has these a little vent tile? not sure if thats the right word, but you can see in attached pic of neighbors house (couldn't find good image of mine on streetview)
so right at the top of my roof there is the 'bump' which is a vent.
inside my loft is a metal tube attached to it but this has been stuffed with insulation wadding.
i assume previous owner did this for added insulation but i am wondering if this is necessary. we have a lot of insulation in the loft and have noticed that now its cold we have condensation in the loft.
can i remove 'stuffing' from the tube/chimney to improve ventilation or should this be there?

it is either a roof ventilator or (because of the pipe) a flue for a gas fire that has been removed.

It might possibly have been for a bathroom extractor fan, but they don't AFAIK go through the ridge.

It doesn't need to be stuffed. Lofts are supposed to be cold and draughty, it keeps them ventilated and avoids damp.

Loft condensation is usually due to water vapour rising up through the house, typically from draped wet washing or a bathroom without an effective extractor.

thats what I thought, I will take it out. I have never seen anything like it before in a loft and could only assume it was not helping with ventilation but i didnt want to take it out and find out I had done wrong.

its not a long pipe only about a foot long but is about the width of the pipe you get on a tumble dryer.

The house seems to hold quite a lot of moisture and we are sorting damp and mold patches now the weather is cold. we only have one area of damp which we feel may be cause for concern on the corner of our house in our bedroom which I need to get someone to look at. Previous owners were almost phobic about using heating and i think we are still drying out from years of them keeping all window etc shut, cooking and using tumble driers and hanging damp clothes inside with no heat on.
