Another damp problem

My father has a flat he rents out to students every year. Due to ill health he cannot manage it and I am doing so through power of attorney. there is also a letting agent. There have been problems from the off as Dad had neglected quite a few issues (he was diagnosed with Alzheimers 3 years ago). I have tackled many issues including complete electrical re wiring, new boiler, new bathroom, re decoration etc. One issue I have not been able to crack, and it seems to be getting worse, is damp/ condensation. In brief 2 of the 3 bedrooms are affected, they all face the same way and it's the external wall that is damp. There is mould growth around he window sills. Understandably the tenants are not happy. I have compensated them for some spoilt items (a pair of shoes and some clothes went mouldy). I have had it scraped off and the walls professionally cleaned. I have provided a de humidifier. The agents have asked them not to dry clothes in their room, but in the kitchen, and to open windows. It is a post war ex council 2nd floor flat in a smallish block. However now they are saying it is no better and they are going to withold rent. The agents have been onto the council's contractors and asked for an inspection. there was talk of the balcony in the flat above leaking but I have heard nothing more and the contractors' report has not been forthcoming.
I will be going there over Easter (it's in Dad's city, not where I live) ,I plan to take some pictures and would very much like to get to the bottom of this and rectify the problem. Only I genuinely don't know what 's causing it.
