My neighbour is flooding my house and doesn't care

On Friday night, water started dripping through the bathroom door frame. This has happened before, when the man upstairs blocked his bath. So I went and let him know. He seemed at a loss as to what to do but muttered about fixing it. Then asked me how to fix it.

Yesterday he borrowed some drain unblocker. The drip continued and a new one appeared in the kitchen.

Today, there is a six foot line of water drops coming through a new crack in the kitchen ceiling, as well as in the bathroom still. It's not insignificant. The kitchen is going to need re plastering and God knows what's happening elsewhere as the kitchen and bathroom leaks are about 3m apart- which means 3m of puddle in the ceiling above, no?

Piglet John's skewer trick isn't going to work I don't think, the ceilings are plaster onto concrete. My concern is that this clearly isn't being fixed. The guy doesn't answer his door anymore and clearly doesn't care even when he does. Who the hell do I call? On a Sunday?

Who manages the building?

A freeholder, a factor? In Scotland you call the factor. But that's just a management company you are paying for. Not sure they could do anything if he told them to jog on. It would be my first port of call.

He needs to turn the water off if its a flat is there external tap to turn it off ..we have individual ones all in the same 'cupboard'. While you are there turn his electric off as well - might make him come out if he is there. It could get dangerous obviously if huge chunks of plaster come down.

The drips will continue after the problem is fixed as the interstitial walls/ceiling will be waterlogged - but obviously you can't therefore just trust that he's fixed it. If he's not answering the door I'd call the police - he's causing actual expensive damage to property and refusing to answer the door means it could be about to get a lot worse. If electric connections start to get water in then he's endangering life too.

We own, he rents. His landlord and the building manager aren't around til tomorrow. Last time this happened his landlord was spectacularly useless so not holding out much hope for them.
Stopcocks are in individual flats here- I asked him to turn his water off on Fri and he said he did but mysteriously yesterday had refilled his blocked bath so suspect he's turning it back on as needed.

He's not a bad guy, just useless and since there isn't water in his ceiling I don't think he really realises that it's a serious problem.

I hope the landlord has good insurance. You should not be financially impacted by this.

Yeah how long indeed. The landlord is a LA or HA, and quite clearly don't give much of a stuff as the first time this happened Id have thought they should've made sure that a) the pipes were ok and b) the tenant understood about keeping drains clear. This is worse though, than the previous incident. It's seriously wet, including in the fuse box cupboard. I got through to the management co, or their Sunday line anyway, and they basically said they can't do anything til Mon, and even then we've of course got to wait til the leak clears before sparks can check that we're not going to fry. They can't give me insurance co info either so basically it's just sit here and count drips...

Not a great day.
