Scaffolding license - between neighbours

Does anyone have an example of what a scaffolding license looks like, one where the neighbour wants to erect scaffolding on the adjoining neighbour's land [alleyway] in order to effect repairs?

I presume an informal license is acceptable but I guess TBND wants me to have one drawn up by a chartered surveyor just to push up the cost!

If anyone can oblige - we would be grateful - have trawled the net without success.

I thought you only need a licence to have scaffolding on a public footpath. No expert but that's what we've had in the past & just verbal agreement from the neighbours to have it on their property.

Thanks for your response - verbal or written informal agreement would be the way forward if one had reasonable neighbours but these are absolute Bs!!! They couldn't prevent our extension as we got PP and now are being completely vicious with us, deliberately delaying our build through dragging out the PWA process and now they want £450 p.w. for erecting scaffolding 3metres long down their alleyway in order our builders can reach the second floor where it's damp! Plus of course they want us to pay for a license to be drawn up by a chartered surveyor.

Does anyone know if £450 p.w. is reasonable in such circumstances, or does anyone know if we ignore it and they take out a court injunction what the process is and whether we have a chance of fighting it in court? We have rights to access under Access to Neighbouring Land Act but apparently we should have got a court order first. If we make a retrospective application - is that likely to succeed and counteract their injunction.
Any advice gratefully received.

I can't offer advice I can only feel your pain. Our neighbours are using the party wall as a stick to beat us with-such a shame. No £450 is not reasonable-they are taking the pi**.

Thanks - yes we were expecting the issue of scaffolding to be included in our party wall act award - the pw surveyor said it would and when eventually it was delivered - that was missing. Back to the pw surveyor who said it was outwit the PWA and referred us back to the neighbours who said they would contact same surveyor to ask him to draw up - yes you've guessed it a license! so purely to delay us and spite us and cost us more money. So my advice would be to not take the word of your PW surveyor and make sure everything is in writing as once the award is delivered it's too late. suspect that he is their friend and they are in collusion - not least because they refused to use our surveyor and nominated their own - some 200 miles away!
