damp on bedroom wall

i live in a 1 bedroom ground floor council flat, my bedroom wall is also the communal hall way wall, i moved my bed last week only to dicsover that my bed that was up against the very cold communal wall is covered in brown spots, on the bed base and the mattress, luckily i have the money to get a new one but how do i stop it happening again, the council do not want to know as they say the reason for damp on my bedroom window is because i dry washing in there, which i don't!!
unfortunately my bed has to go up against the communal hall way wall, because i have a large wardrobe on the opposite wall, my dad suggested putting polystyrene on the wall, so my bed doesn't touch the wall, but i'm not sure where i would get it from, all suggestions welcome, p.s the wall is always freezing cold as there's no heating in the communal hallway, its not wet and has no marks on it!!

You can get some special 'polystyrene' roll stuff to put on the wall. We got some but never actually used it. You can get it in DIY shops. There is also special paint you can get for mouldy walls. We had to use it. It smells really strongly though so make sure you can air it out.

We had this in a private rented flat. LL told us it was our fault for putting the bed on the wall. Silly me, I forgot they usually go in the middle of the room.

I would also get a dehumidifier. We have one in the kitchen where we dry our washing and its the only room we have never had any mould.

there's no mould on the wall where i have my bed its just very cold but has caused all the nasty brown marks all over one side of my bed, i have eczema, asthma and hayfever, also some unknown allergies so have to be careful, there has been black mould on the wall and walls near the window also despite all 3 windows being on open lock!!
do you remember how much the polystyrene on the roll was and which diy shop you got it in??

The thing is there will be mould in the air. You need to tackle the cause.

Hassle the council continuously.

Also air your rooms daily 365 days a year - windows open as soon as you're up in the morning, try and have heating on when it is cooler and have windows open when you shower/cook.

I can't remember how much it was but it wasn't expensive. It was from B & Q.

no its on airers in the lounge or out on the line in the summer, all 3 windows are open a crack and then locked as i'm never in, always at work and can't leave them open fully!!

On airers in the lounge is still inside your home.

Is there a working extractor fan in the bathroom?

are dehumidifiers big like air coolers or air con units??
i'll see if i can pick one up in the next bank holiday sale! thanks
i have loads of clothes so it doesn't matter how long they take to dry, as i barely here during term time, i don't alot of heating either!!

i never let it go below 18 c, then i do turn the heating on, i have no wall thermosat, only have them on each radiator, so it gets warm quickly, plus i have an elderly neighbour that likes heating one side of me too, and this unheated communal hallway, where by the smokers leave the back door open all day and during the winter its worse, as you can imagine!!
