my home is causing me so many problems

I have lived in my home for almost 11 years, a 3 bed council house the area used to be great,but recent years have seen rowdy teenagers taking over,my home is continuosly getting black mould and damp in almost every room,I get rid of it and after a few weeks its back, it just wont go away, the house has been replastered, had some kind of chemical painted in to the mould, special paint has been applied in all rooms, no matter what is done nothing solves the problem. I have 5 kids,2 have special needs, both attend sebdn schools,I am overcrowded here and have patiently waited for a bigger home, I was told 2 years ago during a tac meeting about new houses that were going to be built in the nicer part of the estate, many were 4 bedrooms, I was advised to apply and while waiting to do this the housing would do any outstanding repairs. Several tenancy checks later,after numerous complaints re the mould and damp and the effects its having on us all,the houses are finally ready, I put in my application for one, went to the open day and have been in continuous contact with the housing office about me being moved to one of these, I have been told so many times not to worry,I will get one of the 28 new homes coming available,ive sent in letters from the schools re health issues due to this house, things from gp and paediatrician, have had references from local pcso, far to many documents to mention. However after all of this it seems im getting no were, I had informed the housing which house would be ideal for me, was given a list of things i needed to do before I could move. Imagine how I felt when i was told that someone else with 5 kids had moved in, not from the local area, several anti social behaviour issues and 5 noisy dogs, she was never given a tenancy inspection like everyone else, never had financial checks done, has not had to bid on the home like everyone else has had to, her previous home was apparantly left in a awful state. She has not been on the waiting list as long as me either,
Am I wrong for being so angry at being treated like this, what do you guys think I need to do next to make sure I get one of the few remaining homes.??? Any help or advice is greatly appreciated

Well first of all disregard everything you've been told about this woman. It sounds unlikely to be true and it's irrelevant to you anyway. What have the council said you need to do to get a house? Have you spoken to your councillor about it?

I was told to hand over as much medical info with regards to my 2 sons, supporting letters from schools,copies of all finances,proof of medication and was also told that even though this house is riddled with damp and mould and it seems pointless to be doing so but they wanted me to re decorate,which i have, I really dont want to be stuck here in 12 months time, ideally id like to be settled in a new home before the beginning of september,another winter here is something i dont even want to contemplate,The allocation of these houses has been done differently to any others, its a bit strange to be honhest, the local office have a list of all applicants (over 500) they are apparantly shortlisting them by hand, picking out who they feel will be suitable tenants, I have lived here for many years now, have never had rent arrears at all, and have complied with the tenancy agreement at all times even when i dont agree . Can I seek help from the enviromental health, I read somewere that if the home you are in is in a bad state of repair enviromental health can help to get you moved is this right?? I will do whatever it takes to make sure im not here next winter>

Environmental health may be able to make the council do repairs. I think your best bet is to contact your local councillor and ask them to speak to the housing department on your behalf, to clarify the allocation process for these houses. You could also go to CAB.
