Hi all

In Scotland we have home buyer reports including a single survey and valuation done for properties before they go in the market, paid by the vendor.

Out of curiosity, if buying in England how do surveys and valuations work? Does the buyer have to pay for them - and how much should one budget roughly?

The buyer pays. Your Mortgage company will insist on a valuation which is the minimium if you are getting a mortgage. You can usually get a home buyers report done at the same time, and that is pretty reasonable. You can also get a separate survey, and this is normally advised for older/more unusual properties. This is a reasonable introduction.
This article from a year ago gives some ideas of costs, £250 for the valuation, £400 for home buyers and £1000+ for full valuation.
