I live in North Norfolk. Have two bedrooms, two receptions, garden, garage. Smallish town, not far from coast, near enough to the city for a day out or to work. Cost £95k 3 years ago. Would be about 105k now as we've done some work.

Lots of NE England . Sunderland was first 100% fibre city , BB generally good everywhere. Seaham a lovely place by the sea also some lovely parts of Newcastle.

I think (not necessarily with the workshop) a 2 bed house with a garden for that budget would be do-able pretty much anywhere in the country other than London. If you're not bothered about schooling, and are flexible in area so can avoid commuter towns and the "hotspots" which command a premium, then its a question of choosing where. As others have said, my suggestions (only because I have lived there / relatives) - parts of Northamptonshire / Kent / Sheffield / Barnsley / Doncaster and surrounds / Leeds and surrounds / Bolton / Leicestershire / Cumbria / Parts of Lancashire.

I live in South Wales, you can get what your looking for around here and be near Cardiff and two hours from London on the train.

How 'English-friendly' is Wales nowadays? My memories from the 1980s aren't very good. Are there regional differences? I have 12yr old child to consider and potential bullying due to being an outsider is something I'd have to factor.

Parts of north Wales just over the border are basically english, there are bits of Chester where you can easily find a good house for a cheap price. IMO its when you get "deeper" into Wales it all gets a bit foreign. Beautiful but not the most welcoming to non welsh speakers, although the coastal towns like Llandudno and Conwy are friendly.
