Builder coming tomorrow to discuss loft extension- what's important to ask?

We've decided to go for it , DH is meeting builder. What should we make sure we ask him? We are a top floor flat and want space for our 2 growing boys, as can' t afford a house in London. We are willing to pay up to £40 000. Thanks for any advice from persons who've been there.

Most important how does he deal with payments. Hopefully as and when each bit is completed.
Are your current electrics and boiler up to it or will fuse board/boiler need to be replaced?
Who does he employ? Same people all the time or any old casual staff?
Do you know other people who have used him. The people I know with the most successful builds got their builders on personal recommendation.
Where will materials be stored? Will they provide a portaloo?
Insulation and soundproofing will be v. Important so I would discuss those options.
You need to think ahead and choose as many fittings in advance as possible.
Think now about what electrics you need and where, each extra socket costs money.

I guess too in a flat you will need to think about the communal areas (and how to ensure they are kept neat / clean, disruption for your neighbours). Definitely ask whether the quote includes VAT. Whether he will contact the council for building reg sign off or whether you should. Exactly what his quote will include (who provides the fittings etc). To what stage will he go (i.e plastered walls etc, or full decoration). Does he do the electrics / plumbing etc himself or does he use contractors? Can he provide any references for other work he's done?

Lofts are often owned by the freeholder, check your lease to see what the demise is. If you do own the loft you will need a licence for alterations, again if specified by the lease.

Do you want, have you got room for bathroom / toilet/ shower etc.. Very useful, especially if you are using it.

Thanks everyone for the helpful tips. DH met the builder and had a good impression. He said it will take 6-8 weeks, and he will quote an all in price. He has suggested either 2 bedrooms or 1 bedroom plus a bathroom, as there isn't a huge amount of space. He was recommended by a colleague of mine (who is quite a perfectionist) so should be OK.
Re the lease, we bought this place with an absentee freeholder. A few years ago i extended the lease, and had to prove all over again that he was absentee (big hassle there). We contacted the LAS who said a loft extension would be legal, so I'm hoping that should be OK.
Builder's coming back to us with a quote by Thursday he said, so if it's not outrageous we will go ahead.
