Any planning permission experts?

After a frustratingly fruitless house search so far, DH and I are looking into trying to extend our current flat. We has previously discounted this option as in all honesty it will be a nightmare, but it seems like it now might be the only way we can get the space we want in our current area.

I'll obviously speak to our local planning department, but I wondered if anyone has any experience since the relaxation in planning rules came into force?

We are ground floor of a period conversion, with 4 storeys. We have the garden directly next to the house, and the first floor have the rear of the garden, which they currently reach through the back of a house by a balcony and stairs which are over the top of our patio area.

This obviously causes issues with their access when extending. Does anyone know how likely it is we would get planning permission to turn the roof of the extension into a balcony, with stairs to the side of the extension? Or whether we are any likely to have any more luck with permission for 2 storeys (our neighbours have expressed interes in possibly doing this)?

Otherwise does anyone have any suggestion of how we could get around the issue of their access to the garden? There is obviously no way we can go ahead otherwise

I'm not an expert. but have just been through a lengthy planning application.
The best thing we did was to employ an architect who has a good relationship with the planners. He got them out to seek advice before we submitted.
