Deteriorating boiler, please help!

I am moving into a rented property next weekend. have paid the deposite and first month's rent already. Despite having chased the lettings agent several times for the gas safety certificate, I have noly just been sent it. I am now really worred by what it says.

Although it gives a "pass", the certificate says:

"The ?Test for Tightness?, at the gas meter, detected a drop in pressure of 1.25mbar, with ?No smell of gas?.

On further investigation the drop in pressure was located to the gasfire in the lounge. All accessible joints were sprayed with "leak detecting fluid". No leaks detected. The drop in pressure is within acceptable limits of the appliance but the fire has been switched off at the gas cock as a precaution. Further investigation or capping off from the gas supply recommended.

The gas fires air-vent was found to be blocked, the blockage was removed, the air-vent must remain open as long as the gas fire is connected to the gas supply. The air-vent sleeve has been modified to go around a wooden plate within the wall, therefore Not to Current Standards". Although the plate is partially blocking the airway there is still more than 90% of the required ventilation available, which is currently acceptable. There are signs of rust showing along the boiler casework seams. No perforations can be detected.

The boilers front and rear burner chamber insulation panels are deteriorating with every boiler inspection/service. These panels are now obsolete as the boiler is over 20 years old.

Serious consideration should be given to replacing this boiler.

Area around boiler checked for Carbon Monoxide, none detected (00ppm).

The gas installation is safe to use."

This sounds like a disaster waiting to happen, but as it is a "pass" I doubt I can say I am not moving in, even though they should have provided the certificate before I signed (and paid). What can I do about the problems though? Can I insist the landlord undertake the recommended remedial work (replace boiler!)??
