Fence without holes to support?

Bear with me as I am not sure quite how to word it.
I need to put a long term temporary fence across a paved driveway, without digging it up to sink posts in (It is to contain some dogs in a space, mostly supervised). I need the fence to work round a doorway, and so needs to be a sort of straight Z shape if you can picture that the top being 1/2 as wide as the bottom bit.
I think I can do it with the use of frames to brace the fence, but I don't know if its a stupid idea. . . I'm proposing a H shaped base as wide as the panel, but with a strut coming up from the T junction to meet the top of the panel to stop it tipping over. I think this will stop it falling forward too?

This is what I am thinking of. The blue is a doorway I need to keep access to. The orange is the proposed shape for the fence, and the arrows are where I'd brace it. I don't know that I can brace the other bit, but would I need to, or would it be sturdy enough as is? I can't brace out as I need to park in that space

If my explanation is poor, this is what I propose for bracing them up

The whole width of the area is approx 12ft, so I think I am looking at 4ft for the short bit, and 8ft for the longer bit, and then whatever (6ft I think is a standard panel) for the side bit. Using the brace system, how far back would I need to make the H frames?

if it is not fastened down, it wil stand up until the wind blows, then it will fall over.

what is the ground? earth? paving slabs? concrete?

what are the things at the sides? house walls? Is it your own property or would someone complain if you made holes?

is the fence for security, or dogs/children, or privacy?

would it be rude to ask if you can afford to spend, say, £200?

Are you strong and able to DIY?

oops, sorry, you said dogs. So an open palisade or net fence, that the wind can blow through, would do.

how high can they jump?

They are BCs so if determined could jump over 6ft, but they are used to a fence that is about 4ft. I don't want to spend more then around £200 if I can help it. I can get taller/stronger people to help build it but DIY is a definate option

Will it fall down even if its on an H base? Surely if it has long enough feet either side it can't tip?? The ground is paving but digging it up/putting in holes is not an option. Its for all intents a rented property, but the landlord won't want to put up a fence.
The left is a high bank, the right is a conservatory. I think thismakes more sense, its a photo of the area. The yellow stars are stuff that'll be moved, the yellow lines is the proposed fence with the blue bits to show where i'd do the upright bit too

some sort of mesh or palisade will be less likely to blow over, but the dogs will be able to look through it and get excited.

you could probably bang stakes into the bank.

I don't see a brick wall at either side that you could use as a support.

they might be able to wriggle under Heras.

It looks like quite a small area. Can you not just led the dogs out on long leads?

Leads not practical long term sadly.
With banging stakes into the bank it doesn't provide a way to secure the fence across the drive at all, which puts me back to square one

You need a shed or playhouse/summerhouse without a roof then... fill in the big space with a shed....use the shed to attach a gate between the shed and the wall (allowing access to the door) and to fill any space between the shed and the bank. Shed base/weight will act as the anchor...

Not sure if this is viable or just a totally ridiculous idea....but just checked on ebay - you can get second hand sheds for less than £100 - or you could check your local freecycle or gumtree.

That doesn't sound like a bad idea to me.. although I am thinking a mix of a bin store, fence panel and some sort of shed :D
