Block of flats with crappy windows to be replaced...

And of course, (some of) those renting their places out don't want to cough up for the new ones. Ok so its a big sum, but it will raise the apartment values and save heating costs. They are post-war (WW2 that is).

The management company sent round costs and timings for the work and some of the owners are point blank refusing to pay.

Can we do anything? The council have said its 'all or nothing', so 100% of owners need to agree to the changes before we can go ahead.

I feel as if we (the ones who want to go ahead) are being held to ransom by people who don't even live here (so don't have the suffer the draught, lack of sound proofing and rattling).

Has anyone had a similar problem?

I was under the impression that it if is a council block but with some private owners then you have no choice but to cough up the money under a lease agreement presumably?

or even if it is a private block they have to adhere to the terms of the lease which will probably state about things being in good repair. It is a pain with the cost. I'm going to have to find the cash for my part of a new roof = £££k but it's just tough.

The block is private but has a few 'investment' properties. Grrrrrrrr!
