Building regs for bungalow loft conversion

I'm thinking of buying a bungalow which had a loft conversion done over 40 years ago, i.e. without planning permission or building regs. Although it's solid we would need to approach it as if it was a new loft conversion to bring it up to the right quality. Intention is to have one bedroom and a second bathroom up there.

Most of this is straightforward, but does anyone know if the staircase has to be completely enclosed, with fire door either top or bottom, given that we are only going from ground to first floor, not first to second? Am getting conflicting reports. There will be a means of escape from the bedroom.

If it only has two floors, you should have escape windows, but not a protected route.

we had exactly the same situ when buying an older bungalow last year. Ask for a 'letter of comfort' from the local planning department before you buy. In relation to changes, we removed all the existing stud walls in the original conversion and reconfigured the whole upstairs including a new shower room and no planning permission was necessary.
