Do we need an architect to do drawings for planning department?

We are considering building above our garage to create another bedroom. A house in the same road and the same style as ours has recently had planning permission granted for a similar extension.
We know how we want the extension to look so don't need any styles/ideas that an architect may come up with but we do need someone to do the drawings that are needed for building quotes and for submission to the planning department. We also need to know whether what we're after is actually viable in our house with regard to fire regs, etc.
Is there anyone other than an architect than can supply said drawings?
Just a bit loathed to pay an architect for their design ideas when actually all we really want is a slightly adapted version of the neighbours permitted design (seen their plans online through the planning dept.).

A surveyor can do the drawings for you, we used one for our extension. He submitted the plans and got all the regs fir us. You might even be able to do it yourself with the right software - not sure though!

We used a structural engineer, he did the drawings and dealt with the building regs and submitted the plans.

Thank you both. We have hired an 'architectural services' company that was recommended by the local planning office. It turns out this company has submitted the plans for 2 other houses in the same street and we love the look of the work carried out on them. Hoping we may be able to start building in a couple of months if permission is granted.
