Walls/fencing/boundaries & planning

I'm got a 13 metre long wall at the bottom of my garden, which backs onto a busy road. One footpath on other side. Nothing else. Noise didn't bother me at the beginning but does now.

The wall is c1.5 metres tall and there is a 90cm high wooden fence on top, which is falling apart & I need to replace pronto.

Have found a wonderfence with acoustic protection qualities which would reduce noise and would like to install BUT would like to increase fence height by 30 cm & I think I need planning permission to do this.

Would you 1. apply with all the kerfuffle and delay this will involve or

  1. replace fence with slight increase and see if anyone notices (very very unlikely)

Hate not doing things by the book but the thought of the hassle is offputting. Thoughts? Experience?

Yes you need planning permission.

As the fence adjoins a highway the maximm height for a fence without needing permission is 1m.

Have I got this right - if you increased the height the total would then be 2.7m (1.5 + 0.9 + 0.3)?

Applying is quite easy.

Would you be able to keep the existing brick wall and leave a maintenance pathway behind, between the boundary and your home, which would mean the sound proofing fence would be able to be within regular garden boundary height?

Yes that would probably be allowable.
