Planning application lighting query

I'm putting in a planning application to start a business from my home address (including a building in the garden) and to put 2 signs up outside the front of my property, one fascia sign on the house and one hanging sign at the bottom of the drive way. So far so good, I've designed the sign, size, colour etc.

I'm stuck with the following questions:
Will the sign be illuminated?
Illuminance levels CD/M

I'm planning on a simple wooden sign with a spotlight above it. Similar to a house number/name.

Does 'illuminated' refer to a lit up sign such as you might find at a takeaway or bingo hall?! And if my idea of spotlight is 'illuminated' then what on earth is CD/M?

It's really hard to get through to my local planning department to ask questions so if anyone has any expertise in this area I'd be really grateful.

Ok - illumination is any kind of light so yes the spotlight would count as this. CD/M is candela per square metre. Its basically how bright the spotlights are - you could perhaps google search for conversion charts if the one you wish to purchase doesn't have this information.

The details are usually required to assess the level of nuisance (particularly as you say you are at home address so perhaps in a residential area?). You might want to check your councils website as sometimes there are quite strict rules with regards to illumination - being only really necessary for businesses with nighttime hours etc. Also be prepared to have restrictions placed on when you can light the signs if illumination is deemed acceptable.
