Probably the wrong place, but question about estate agents/letting/etc

We rent our house in Scotland, and as is usual up there, the estate agents handles the letting. If there's a problem the tenant rings them and they get in touch with us.

The house is an upper terrace, so imagine a row of terrace house with ground floor houses, and then houses upstairs from them.
We ahve upstairs house.
Each block of 4 within the terrace share any costs for roof/chimmenys etc 4 ways . So numbers 50,52,54,and 56 would all have to pay 1/4 of costs for damage to roof.
Tiles ahve blown off the roof and water is getting into our proerty. I haverung the builder who is going to do the work immedaitely.
The estate agent says we (DH and I) need to contact all the other 3 occupants/owners and "ask" them if it's ok to use the builder we got to look at roof, if they are happy with the bill (£145 =VAT) and if they are happy to pay their 1/4 share of it.
If they say no then they are all within their rights to ask a builder of their choice to give a quote and present the bill to the other 3 owners.

I feel that it should be the estate agents job to ring these people up and ask if it's ok,not ours,and to explain to them that it needs to fixed now as there is water getting in which could affect all their properties.

Definitely up to the LL/letting agents in my opinion. I take it that Scotland doesn't have a freehold system?

I also live in Scotland and have a tenement flat as a rental property. I would pay the £145 plus vat myself, as the collection process would be too time consuming and costly to make any other way feasible.
The estate agents will charge to collect the £43.50 from the other tenants, if they can. I take it that the block is not factored?
Any possible gains will be wiped out by further damage caused by delays. Sorry, I am pragmatic and know how hard it is to collect money from homeowners when their property is not affected.

7to25 - I know. I'm going to apy the bill, I've told the builder to go ahead and do what needs to be done.
I just feel though that if the roles were reversed, as they ahve been many times before, then I'd jsut pay up. We got a bill for 13.12 a few years ago becasue the drainpipe was broken at the bottom, near our underneath neighbours front door. I aid up without quibbling as I felt that it could affect my property if it wasn't sorted
