should domestic electricians charge vat?

I've had a couple of quotes for electrical work this week, and when I ask if the quote includes vat the electricians tell me they don't charge VAT.

Is that normal? Everyone else seems to charge VAT.

Does it mean that they're not planning on declaring the work?

Depends on how much their turnover is. If it's over the level (around £68k?)they need to register for VAT, otherwise not.

It probably means their earnings are below the threshold at which VAT kicks in.

if they are VAT registered (compulsory over £70k turnover, voluntary below that) then they should.

Depends what their turnover is. If less than about £70k (not sure on precise amount) then no need to be VAT registered.

He may not be VAT registered. Best to ask him. If he's new in business he may well leave it for a while - until he's earned a bit more.

Depends on their annual turnover. Under £68K and they don't have to register for VAT.
