Who should pay?

Our road is very very narrow. Its hard to reverse into our drive at the best of times. Since we've been here (8months) the road (and fence) have been falling away down the bank to the road below. The council have been informed, apparently well over a year ago, but have done nothing about it.

Fast forward to today and our skip exchange. The skip lorry was rather thrown into the drive by a rather slap happy driver. He missed our neighbours wall and fence by less than an inch and didn't miss the verge on the opposite side of the road and the falling away fence. He's caused quite a lot of damage to the road, bank and the fence is now flat on the ground (was on a 45degree angle before). He also went over some of my beautiful flowers because he went over the flower bed . He has also put a foot deep hole in my driveway (I have no idea how he managed that).

The builder has filled the hole with concrete . I've called the builder and complained about the skip driver and the mess he's made. The builder has offered to sort out my flower bed but he says he's not allowed to fix the road, bank and fence as its council property and also it was in a bad way before the skip lorry had a go at it. To be fair the council have done nothing about it after numerous complaints.

What should I do? The neighbours have been round and complained about it and tbh I can hardly blame them, its a complete mess. But what can I do? I've called the builder and got no where with that. Do I call the council? Or the skip company (but I've not hired them, its the builder whose hired them)?

i would call the council and let them deal with it
