Soooo...what ARE the average NC levels for Y1&Y3?

My DS2's report says that he is 'working at the expected levels for Y1' in reading, speaking and listening, He is 'working just below Y1 expectations' in writing due to his output (which is caused by the fact that he has severe hypermobility syndrome and hypotonia, which they know). He is also 'working just below Y1 expectations in maths' due to 'his output', but they then go on to state that his mental maths is 'above average for Y1'. Nowhere on the report does it actually state WHAT the expected levels for Y1 actually are. My DS1's report is broadly similar except that he is 'working above average in all areas of literacy for Y3' and 'working significantly above average for Y3 in mathematics'. Why on earth have they not given us any idea of the dc's NC levels on the report, or what the expected levels for them are? Are we meant to guess? So if anyone can clarify what the expected NC levels for Y1 and Y3 are, it would be appreciated.

They vary slightly from school to school. This is because the only national expectations are a 2b in Y2 and a 4b in Y6. So to keep on track in between is a little bit of guesswork. Plus children don't make neat, ultra regular jumps of progress anyway.

Our school does:

Y1 - 1a
Y2 - 2b
Y3 - 2a/3c
Y4 - 3b
Y5 - 3a/4c
Y6 - 4b

for average progress.

The NC levels are not reported in every school in every year - leaglly, you have to be told at the end of each key stage (Y2 and Y6). But you could always ask.

Doubt the school would tell me, I had an SN DD there for 5 years (she's now at secondary, where they tell you their NC levels every TERM, for all children there) and was trying to get them to tell me for the whole time...they wouldn't! But thank you! Makes sense that DS1 is 'significantly' above average in maths...his Y2 sats came back lvl 3a, but his teacher assessment was lvl 5c, sooo as I know he has made progress in maths this year, I assume, at least one sublevel, if not 2...so am deducing maybe lvl 5b/5a. DS2 however, I am assuming lvl 1a/1b for him...ish? at a guess! and probably 3b/3a for DS1's english??

I'm not sure they can refuse, if you ask. What reason would they give?
