End of Y1 school report

Hi I have just received my DD1's end of Y1 school report and I have no idea what the levels mean. She has received
reading 1b
writing 1b
numeracy 1b
science 1a

on the back it says that the national average is 1a at the end of Y1 so am I right in assuming that a b is below average because it is not explained anywhere that I can see.
I am a bit upset tbh, not about her results but about the report which overal feels very negative about my lovely DD with lots of comments about her lack of concentration and focus and being easily distracted. She is a summer baby, just turned 6 and the eldest of 3. We read every day but I often don't have time for much else. I want to help her progress. I feel that the school; church affiliation, ofsted outstanding in an affluent area has already dismissed her as a low achiever and DD feels this already. She recently told me she was not one of the clever ones. Also, they give out 2 certificates weekly for either following the golden rules or for being a star - she has recieved neither for the whole year

The info on the back sounds misleading - I'm fairly sure 1b is more like average at the end of Yr1 - the next step up from 1a is 2c, which is a Yr1 child achieving at Yr2 levels, so very good rather than the 'quite good' you'd expect from one step up from average.

Not giving the poor little thing a certificate all year sounds like - like she's just fading into the background because she's neither super-bright nor a troublemaker who needs to be rewarded for sitting still for once. I doubt that she is a low achiever - sounds like the school is failing her (which is not inevitable, given that she sounds a lot like my DD, and the school at lot like ours, and they have not (yet?) fallen into this trap).

These grades sound good. I was told 1b is 'average' for year 1. You can be very proud of her.
