Applying for school places in neighbouring councils

I need to secure a place for my DD who is entering Year 6 in September. I have applied to a school in the neighbouring council as one of the schools we like is under their jurisdiction and I believe they have a space. We will also be applying at the beginning of July to our local Council, my other DD has a place at our local school and I would rather my elder DD was at school with her but if she can't get in there, I would rather she went to the school further away which is under the other council.
The likelihood is that I may well receive an offer from our neighbouring Council before we receive an answer from our local Council. Is it awful to accept an offer of a place at one school but then to withdraw it if she gets a place at our local school? I don't wish to break any rules, ideally I would like my 2 DDs at the same school, but failing that the other school would be the best option.
I hope my question is clear, I am trying to get my own head around it!

No problem what so ever with accepting an offer but then rejecting it if you get a better solution for your situation. Happens all the time.
