what is a "voluntary controlled" C of E primary school?

I assume you mean voluntary aided.

It means that the C of E, whilst retaining an interest (typically the Vicar as chair of governors) has voluntarily ceded control of the school to the LEA.

I think.

...my children have all attended such a school, so I should know really...

retired goth has it. The LEA has overall responsibility, but the church has input. They have the normal ofsted inspections and churchy ones too.

Some schools are church aided and I think they have more funding from the C of E and the governors have more control and are able to set their own admission criteria (often giving some church places) - these are c of e aided schools.

Voluntary controlled c of e schools are run by the council with some input by the church (as others have said). The admissions criteria are set by the county council rather than the school.
