How and when an you change school if you are not moving?

I think if you want to move them then you need to contact the school you want them to go to and see if they have space.

If they do then they contact the current school for records and stuff.

If DS is starting in Reception there may be a problem if the places are already allocated. You may need to go on a waiting list and let him attend the school he is currently allocated, or homeschool or keep him in preschool/nursery depeneding on age.

You can move at any time. Make sure the desired school has the places, apply, get it in writing (your DC has to start no more than 4 weeks later than the 'offer' date unless it's the summer hols when it's a bit longer (6 weeks?)).

Then write to the existing school telling them your DC is moving.

We're currently doing this - DS got our second choice school last year. This year, DD was offered a place at our first choice, and DS is now number 1 on the list to move across by virtue of being a sibling. We have been told he should get a place, as someone has given notice, but they don't offer the places until later in the term - for September. All a bit nervewracking!

If the school wasn't so massively oversubscribed, I would have just contacted the school we wanted him to go to, and if they had had a place, they would have moved him over immediately.
