In year transfer, twins

Do the rules about being able to go over pan for twins still apply for in year transfers or only for admissions in reception?

Still applies, so assuming one twin is admitted as a non-excepted pupil (so pupil no 30 in a Yr R, 1,2 class) then the other pupil can be admitted as an exceptional pupil.

I don’t have twins but was looking at a school admissions policy recently and it said the ‘twin rule’ applies in the normal admissions round or when a family have moved house far enough to require a new school but not if they haven’t moved and are simply seeking a transfer.

@PatriciaHolm may be able to advise if this is the norm or this particular school though

The point is that the exception to the ICS rule can apply, if admissions authorities choose to; they can choose to admit the extra twin. However, they don't have to.

Any appeal if they refused would not be ICS either.

If they refuse and argue ICS, they will have to justify their decision not to consider the second twin as an excepted child to the appeal panel. Given the intent of the policy, that is unlikely to go well for them. The panel should, as @PatriciaHolm indicates, treat it as a non-ICS appeal which is easier to win.
